IF YOU RECIEVED AN AWARD LETTER FOR THE HOME IMPROVEMENT PROGRAM, THE NEXT STEP IS YOU WILL BE CONTACTED BY OUR CONSTRUCTION MANAGEMENT TEAM THE WEEK OF JUNE 29th AND WILL BE PROVIDED A WORK PLAN AND FORMS TO OBTAIN QUOTES. THE LIST OF APPROVED CONTRACTORS WILL BE MADE AVAILABLE AFTER JULY 10th

The Pilot Grant Program is sponsored through the New York State Homes & Community Renewal (HCR) and administered by the Niagara Orleans Regional Land Improvement Corporation (NORLIC). This program is currently only available to homeowners located in the City of North Tonawanda and the City of Lockport.
Properties must be owner occupied. Rental properties are not eligible.
Eligibility is based on household income up to 120% of Area Median Income (AMI).

Important: This is a reimbursement-based grant program. Homeowners are responsible for paying upfront for all approved work and will be reimbursed after completion, subject to program requirements. The full list of program guidelines & eligibility criteria can be found in the application packet
Application Timeline
Applications must be received no later than Friday, May 29, 2026. Applications submitted without all required supporting documentation will be considered incomplete.
